Biography

Paweł Pawłowski is a Polish professional specializing in national security, logistics, transatlantic relations, strategic management, and disinformation studies, with extensive experience in academia, public administration, state-owned enterprises, and the think-tank sector. His professional interests include transatlantic relations, defense policy, emerging and disruptive technologies, information security, European history, and cinematography. He works fluently in English, Italian, and German.

Paweł Pawłowski currently serves, as of March 2025, as an Assistant Professor at the University College of Professional Education in Wrocław. In this capacity, he co-founded and developed the Centre for Disinformation and Cybersecurity Research, contributing to both its strategic direction and academic agenda. He conducts university-level classes within the National Security program, teaching subjects related to disinformation, cybersecurity, and the protection of human rights in the digital realm.

Since June 2023, he has been a Member of the Council of the Transatlantic Alliance Foundation. In this role, he helps define the strategic direction and scope of the Foundation’s activities, contributes to the development of substantive materials, and co-decides on key initiatives. He is the co-originator and co-organizer of the exhibition The Price of Freedom: Polish Losses during World War II held in the British Parliament, as well as the exhibition Poland’s Support for Ukraine organized at One Whitehall Place in London.

Since October 2022, he has also served as a Member of the Council of the CEE Council. Within this organization, he is the co-originator and co-organizer of the CEE Cooperation Summit: Europe’s Rising Power conference series in Warsaw, and the Freedom & Growth Summit, also held in Warsaw.

From December 2022 to June 2025, Paweł Pawłowski served as Director of the Department of Logistics at Polish State Railways JSC (PKP S.A.). In this position, he was responsible for defining development directions in the field of multimodal transport and supervising logistics investments across the PKP Group.

Between December 2019 and November 2023, he was Chairman of the Council of the Warsaw Institute. During this period, he participated in shaping the Foundation’s strategic priorities and thematic areas, with a focus on transatlantic cooperation and regional security. He authored the analytical report The Importance of Railways for the Safety and Growth of the Three Seas Initiative and took part in public debates and international conferences on topics such as security, energy, and information resilience in Central and Eastern Europe. He also wrote policy articles and expert commentaries published by the Warsaw Institute and partner think tanks, and he provided expert commentary on international affairs for media outlets in the United States, the United Kingdom, Europe, and Poland.

From January 2021 to November 2022, he served as Deputy Director of the Department of Strategic Management at PKP S.A. In this capacity, he supported the Board by analyzing international developments, security issues, and technological changes affecting railways as critical dual-use infrastructure. He also coordinated relations between the PKP Group and the Central Communication Port project.

Between August 2017 and December 2021, Paweł Pawłowski served as Vice President of the Cegielski Center for Legal, Economic and Social Analyses. During this period, he conceived and coordinated the high-school education program A Way to Counter Disinformation, which involved 1,500 students.

From June 2020 to December 2020, he worked as an Expert in the Department of Strategy at PKP Polish Railway Lines JSC, where he managed the program for the construction or modernization of railway stations for 2021–2025, with a total value of 1 billion PLN.

Between February 2018 and May 2020, he served as an Expert in the Department of Strategic Analysis at the Industrial Development Agency JSC (ARP S.A.). His responsibilities included initiating and developing an international cooperation program among governmental development agencies, creating and managing a managerial training program for senior executives within the ARP Group, and preparing analyses relating to macroeconomic and geopolitical developments.

From September 2016 to February 2018, he worked independently, providing PR services to major clients in the defense, banking, and telecommunications sectors.

Between September 2015 and August 2016, he worked as a Strategic Project Expert at the Department of Santander Universidades at Bank Zachodni WBK S.A., where he developed an international collaboration program between the Santander Group and Polish higher education institutions.

From September 2014 to August 2015, he served as Personal Assistant to the CEO of PKO Bank Polski S.A., preparing briefs, analytical materials, and presentations for the Chief Executive Officer.

Between September and December 2013, he worked as a Research Assistant at the Institute of World Politics in Washington, D.C., completing an internship at a private graduate school specializing in national security, intelligence, and international affairs.

Paweł Pawłowski completed his PhD in Law in December 2024 at the University of Warsaw. His doctoral dissertation was titled European Standards of Freedom of Expression vs. Legal Instruments to Protect Against Disinformation. He previously earned a Master’s degree in Law from the University of Warsaw, which he pursued from October 2009 to June 2014.

His professional development includes participation in the Entrepreneurship Program at Babson College in Massachusetts in July 2014. He also holds the Agile Project Management Foundation certificate (April 2022) and the Agile Project Management Practitioner certificate (May 2022).
